New Market Management Policy Set to Boost Cape Town’s Local Economies

Cape Town has taken an important step toward strengthening its neighbourhood economies with Council’s approval of the new Market Management Policy. The policy, now officially adopted, aims to make it easier to do business, support emerging entrepreneurs, and enhance the social and economic vibrancy of markets operating on City-owned land.

Alderman James Vos, Mayoral Committee Member for Economic Growth, describes the policy as a practical and forward-looking framework designed to unlock the full potential of local markets. “By introducing clear governance models, improving access, and supporting the development of new and existing markets, we’re putting in place the kind of practical innovations that help businesses grow, help communities participate, and ensure these spaces become places of pride,” he said.

At its core, the policy sets out two key focus areas:
• Clear governance and management models for markets on City-owned land — whether under City operation or external management — to promote efficient, transparent oversight.
• A developmental approach to new market opportunities, including identifying viable sites, supporting applications for new markets, and capacitating operators to manage thriving, well-organised trading environments.

The approval follows extensive public participation, including workshops with informal trader leadership, ensuring that the voices of those most affected were heard.

Alderman Vos emphasised that markets contribute far more than commercial activity. “Markets are vibrant hubs where neighbourhoods express their identity through food, craft, culture and creativity,” he noted. They provide launchpads for small businesses, create pathways for entrepreneurs, and activate public spaces with energy and connection.

With simplified processes, stronger management structures, and improved support for operators, the Market Management Policy aligns with the City’s broader mission: to grow local economies, unlock investment, create jobs, and ensure that communities benefit from inclusive economic development.

Cape Town’s markets are set for a new chapter — one defined by opportunity, innovation, and shared prosperity.
